Youth Programmes Commissioner

Help shape the leaders of Scouting.

The Scout Association of Malta is seeking a committed and reflective Youth Programmes Commissioner to lead the direction, quality, and relevance of the Youth Programme across the Association.

This role is central to ensuring that the Youth Programme is not only delivered, but lived, supporting all developmental areas of young people while remaining rooted in Scouting values and responsive to a changing world.

Your role:

  • Provide strategic leadership for the Youth Programme across all Sections.

  • Safeguard the quality, consistency, and progression of the Youth Programme.

  • Review, develop, and improve programme content and approaches in line with:

    • Scouting values and educational purpose

    • the training and support of adult leaders

    • Safe From Harm principles

    • the lived realities of Scout Groups

  • Lead, support, and coordinate Section Commissioners and programme teams.

  • Promote a Youth Programme culture that is:

    • Inclusive

    • Values-driven

    • Relevant and engaging for young people

  • Work closely with the Chief Commissioner to shape and steward the Association’s educational direction.

  • Balance innovation with continuity, ensuring the programme evolves without losing its Scouting identity.

You’ll be great at this if you:

  • Are a Woodbadge holder.

  • Have a strong understanding of the Scouting Youth Programme and its educational purpose.

  • Can think strategically while remaining grounded in Group-level realities.

  • Are comfortable upholding programme standards, even when this is challenging.

  • Communicate clearly, listen well, and build trust across different Sections and teams.

  • Are willing to commit time, energy, and presence to the role.

  • Can work autonomously while contributing to a shared leadership direction.

Accountability & Evaluation:

  • Report directly to the Chief Commissioner.

  • Contribute to agreed priorities and annual objectives.

  • Engage in regular reflection on progress, challenges, and impact.
