The Scout Association of Malta is seeking a reflective, systems-minded Organisational Services Commissioner to steward the Association’s organisational infrastructure, shared assets, and people-related frameworks.
This role sits at the intersection of structure, culture, and capability. It ensures that Scouting is supported not only by sound assets and processes, but also by clear roles, healthy volunteer pathways, and consistent people practices across the Association.
Your role:
Organisational systems & assets
Provide strategic oversight of the Association’s organisational assets (particularly physical and structural).
Ensure national assets and shared services are fit for purpose, well-maintained, and fairly managed.
Develop, review, and improve organisational systems, processes, and tools that support Groups, Commissioners, and national operations.
Identify operational gaps, risks, and inefficiencies, and propose practical, sustainable improvements.
People, roles & organisational health
Steward people-related frameworks across the Association, including:
Role clarity and remit definitions
Appointment, onboarding, and handover processes
Support and review structures for adult volunteers
Support the development of consistent, fair, and people practices aligned with Scouting values.
Work with Commissioners to strengthen leadership capacity, succession planning, and continuity.
Promote a culture of accountability, care, and clarity, balancing expectations with support.
Cross-functional leadership
Work closely with the Chief Commissioner and Executive Team to translate strategy into workable structures.
Collaborate with Group Support, Adult Training, Admin & IT, Finance, and Events to ensure coherence and alignment.
Act as a stabilising and integrative role across branches, reducing fragmentation and duplication.

Are comfortable addressing organisational blind spots and naming what isn’t working.
Communicate clearly, listen well, and build trust across different levels of the Association.
Care deeply about sustainability, continuity, and healthy leadership culture.
Can work autonomously while contributing to a shared leadership direction.
Accountability & Evaluation:
Report directly to the Chief Commissioner.
Contribute to agreed priorities and annual objectives.
Engage in regular reflection on progress, challenges, and impact.
