Two valid nominations have been received for the post of Chief Commissioner. Both nominations have been reviewed by the National Scout Council and deemed eligible and valid.

Sean Bartolo – Short Candidate Summary

I am Sean Bartolo, 30 years old, and Scouting has shaped my life since 2005, guiding me as a leader, educator, and volunteer. From local leadership with the Mosta Scout Group to national roles including Events Commissioner and Executive member of the Scout Association of Malta, I have worked to empower youth and support volunteers. My vision for our Scout Movement is to invest in all our members, embrace innovation, and honour our heritage. To achieve this, I have several proposals, which can be read in my full candidate statement, but one of my favourites is the Young Leaders’ Scheme. Ultimately, I aim to enhance leadership recognition, improve facilities, broaden practical life skills in our programmes, and expand public engagement, ensuring every volunteer is supported and every young person is inspired.

Daniel Cassar – Short Candidate Summary

I’m Daniel Cassar, and I’ve proudly served in Scouting for the past 25 years — from Cub to Skipper to my current role as Youth and Development Commissioner. I’ve helped shape national initiatives like the Mountaineer Award and the Youth Awards Ceremony, while nurturing strong, collaborative teams. My vision, FUTURI UMANI, focuses on preparing our movement for the future — supporting young people, empowering volunteers, and strengthening how we lead and grow together. If elected, I look forward to working in close collaboration with the NSC to take this vision forward in a thoughtful and sustainable way.

You will have the opportunity to hear the candidates at the AGA of the 29 November at 9am, as well as to meet them in the breakout rooms during the lunch break that day.

The next steps will be:

  • 11 to 13th December – Voting will take place to elect the next Chief Commissioner.
  • 13th December 2025 – 16th May 2026 – The elected Chief Commissioner will enter a shadowing period, allowing them to work closely alongside me to ensure a smooth and effective transition.
  • 16th May 2026 (National Symposium) – Inauguration of new Chief Commissioner during the Symposium, and handover from Anton Pisani as current Chief Commissioner to new Chief Commissioner
